Then contact the "BBB" and tell them. There is always also sueing people. Better double check that he did not send you a payment sinse he claims other wise.

Well the artist should contact the BBB and also take
it into his hands by a law suit if he did not pay and
is not willing to pay.

On my comic I make it clear that payment will happen
after being published. And if I get money before hand
I will make a pre-publishing payment. So yah people need
to get their things stright. And if they don't have the
money make it clear when a person will be paid or find
someone willing to wait till publishing to be paid.
